Loan Modification Scams

Two Chula Vista men were charged Monday in federal court in San Diego in separate but similar loan-modification schemes that targeted homeowners struggling to make mortgage payments.

Jose Ruiz, 37, and Christian Hidalgo, 36, appeared in court to face charges in indictments handed down by a federal grand jury. Each was charged with mail fraud and money laundering. Ruiz was also indicted on a wire fraud charge.

The U.S. attorney’s office said the two scammed more than 400 homeowners out of $1.5 million between March 2009 and October 2011.

The indictment said Ruiz and Hidalgo would send struggling homeowners letters urging them to contact a mortgage loan-modification business the pair controlled.

The names of the companies Hidalgo ran were “Expo Enterprises” “My Community Outreach” and “National Resource Services.” Companies controlled by Ruiz were known as “UHUD,” “Casa Nuestra” and “Equity Choice.”
